Mexican Chicken and Rice

1 cup uncooked white rice
2 tbsp cooking oil
1/2 cup chopped onion
1/2 cup red bell pepper
1/2 cup celery
chopped jalapeno pepper to taste (optional)
1 tsp garlic powder
1 tsp salt
1 tsp cumin powder
1 cup tomato sauce
2 cup water
4-6 pieces of chicken

Heat oil in a heavy large skillet.  Add uncooked rice and saute until it is lightly browned.  Stir
frequently to prevent burning.  Add vegetables and spices; saute a few minutes more until
vegetables are slightly tender.  Add tomato sauce and water to skillet and stir just to mix
ingredients.  Bring to a boil, then place chicken pieces on top of rice.  Cover and simmer
until chicken is done and rice is cooked, about 30 minutes.
